I'm not sure what you mean by "a" community group here -- are you
expecting to create a new "arc appeals community", or to pick the
community most specific to the case and have them review it?
A problem with the latter is that there may be conflicts in priorities
between multiple community groups. As a not entirely hypothetical
example, consider "security" vs "approachability"...
