As and example:
Currently in the Testing Community we have 17 Contributors and 16 CCs
with only 3 people that can edit the webpages, in addition,
Contributors are all over the map, I don't think a simple:

Contributor -> Project Leader (website editor) will work in our case.

BTW. In the Test Dev project it's more of a one to one relationship.
