That's not at all what's being done.  Please read

"Leaders" are properly called Editors and are an artifact of a
particular web site's implementation.  A Community Group can exist
without them.  The Advocacy CG does have Core Contributors, as
required by the Constitution.  It sounds like your concern is actually
about updating a web site, which as others have pointed out is likely
because this CG is new and has not yet established its presence.
