Partly to ensure that everyone has the option to upgrade to the release bits when they arrive, which they couldn't do if they'd overshot the release build by installing a later dev build. And partly just to ensure that the official release gets the RE and QA teams' full attention. Could you share the release criteria list for the release and developer builds ?
