That's what these authors want to do.  The Silhouette Core book does this mostly.

It really is no more short-sighted, in fact, than not publishing under the OGL at all.

It's de facto saying that Steve Jackson is short-sighted because he hasn't OGC'd the entirety of GURPS.

Maybe he is.  Maybe he isn't.  But I see the two as being pretty much the same.
