If you create a mechanic to handle a particular situation, and lock it out
from anyone else using, then other authors will simply create their own
mechanic. If it's a good mechanic, and it's OGC, then it will be used
elsewhere, and eventually become widespread, and your locked-down mechanic
will be incompatible with the other products out there.

That's what these authors want to do. The Silhouette Core book does this mostly.
It really is no more short-sighted, in fact, than not publishing under the OGL at all.
It's de facto saying that Steve Jackson is short-sighted because he hasn't OGC'd the entirety of GURPS.
Maybe he is. Maybe he isn't. But I see the two as being pretty much the same.
