Don't confuse an OGL game based on the D20SRD and a D20 game that
qualifies for the D20STL.   Not really related.

Of course, if you did make a stand alone D20 game that _did_ talk about
chargen and leveling up, well, it would not be D20STL compliant, which
would mean that you could not put "D20 system" on it.
