There are two issues here.

The first is that game mechanics cannot be PI, so if your character creation
system includes game mechanics (which will be hard to avoid) then some
portion of it must be OGC.

The second is the issue of "clearly" indicating what is PI and what is not.
Stating that Chapter 2: Magic is all OGC is going to be just fine.  The only
problem you can run into here is if your PI is based on anything in Chapter
2.
