I'm saying that the copyright notice you have listed should go in the
Copyright section of the license; you can also put it anywhere else you want
it to appear as well.  But you can't add a term of control like "Any use of
Open Game Content derived from this work requires the following copyright
notice."

If you put it into the Copyright section of the license, then anyone who
uses your content is obligated to include your copyright notice in the
Copyright section of the OGL they publish with their content, thus ensuring
proper credit to you.
