Because the legal department would have had to review EVERYTHING BEFORE it
went ot print. We could expect the PHB sometime in 2100. It is far easier to
create a document from an existing one and have it approved by legal than to
create the document and the source at the same time and have legal deal with
creating precedence.

I wish WotC would just OGL their works clearly and finally... I mean as I
understand things, all of us who create OGL works are allowing people to
borrow rules without needing a D20 SRD that gives them permission or strips
bits out. Why does Wizards need a SRD except as a convenience?
