Clark,
I think computer people are also used to cut and dried logic.  Legal language
often has multiple meanings if read as a normal person would, but has
specific meaning to a lawyer who is used to the specific terms of art and
language constructions lawyers use. Once a lawyer I think people start to
forget how to look at language any other way, which is why people so often
comment on "sounds like a lawyer" or "only a lawyer would see it that way".  
Perhaps a flaw of the OGL is that it isn't clear enough for non-lawyers.  
People do need to be able to understand what they are agreeing to after all.  
Just a thought. :)
