The two biggest changes from 2e to 3e are changing the basis of saving
throws, and institituting a core mechanic (d20 + mods vs. target number) for
all rolls.  That mechanic was already the basis of the combat system, which
is where most of the tests take place anyway.

So I believe that if those two things had been done to the core D&D engine,
at any point in its evolution, the rules would have been more than
sufficient to serve as the core for a multigenre gaming platform.
