I believe this is the case, but iirc the new license doesnt effect any 'existing properties in development' at Interplay or other licensees, and thus would not effect the release of 'Neverwinter Nights' or the new 'Baldurs Gate II' add-on (can't remember title). This would of course mean that while 'Neverwinter Nights' may be released there won't be any additional add-ons produced for it unless that was already agreed to in their original license.
