if you want it to be "completely Open", may i suggest using a license 
that *requires* this?  with the WOGL, anyone can take the open 
content and incorporate it into a work that is closed except for the 
parts used or derived from the original.  with a thoroughly 
infectious license (like the OOGL or (i believe) the GNU FDL), all 
derivative works would be open, as well.
