Huh?  Just package them separately.  It's done all the time just for space 
savings.  There will be two links, a "full" link and a "you already have 
the DLLs" link.  Most people who've installed more than a couple programs 
_have_ all the runtimes anyway, unless you're using something 
esoteric.  One link can be the "light" version of your program, and the 
other link can be the runtimes, with the note that nothing from that link 
is OGC.
