You are correct that a separate distribution of runtime modules will work in
some situations, but even a VB or Java application that is simply digested
down to bytecodes might contain things you don't have the right to
incorporate as OGC.  There is really no way of knowing without interpreting
the bytecodes directly, and that means you must clearly indicate
sub-elements within the file, and are back where we started.

We all seem to agree that the OGL is poorly equipped to deal with software.
I'm just saying that we should do something about it.  A special clause that
allowed source code based on OGC to be released under the GPL would be
better but even that isn't allowed right now.
