Besides Alec's excellent arguments, let me add two more reasons why I think
they have to include the entire Section 15. First, the license requires it.
But more important, I think, is the flip side of Alec's example: what if B
uses C which is credited at another place in the Section 15? If you only go
by the name of the person listed for B, you could potentially lose
attribution to C entirely. That's just plain wrong.

And like Alec, I think you could solve the whole problem by having a both
the combined work AND a separate page for each individual work with its own
unique Section 15 in its own copy of the OGL. A little clever Web work could
actually turn the whole thing into a giant database that can generate two
things on the fly: a combined work, and an individual work with a correct
Section 15 for that work. That would even allow more interesting things,
such as the ability to browse the works and make a customized combined work
on the fly, with all necessary OGC and a correct Section 15 included
automatically. (I love making work for other people...)
