This is too technical a legal questin for me to really want to try and answer, but I'll make a few commets anyway. It's perfectly clear that a web document can have the OGL as a separate link; I'm not sure the ramification of also trying to slice-up the parts of the license itself. Realize that while each part of the SRD is available separately, they all link to the exact same complete OGL. What I tried to suggest (not sure if it was clear enough) was this: On each item page there is a statement that the material is released under the OGL and then a link to the OGL. This is essentially the same as what Wizards is doing with each sectin of the SRD (last I looked at least). But rather than being a link to a trulely static OGL, the link goes to a complete OGL that accurately includes the necesary Section 15 for the individual entry. Essentially relying on the software to pull all the text of the OGL except Section 15 from one place and then the correct Section 15 from another. But what the user ends up seeing on the web page is a complete OGL. Not even certain this is possible, but it doesn't sound like it shouldn't be. Basically it's saving on space by only storing the first 14 sections of the OGL once and then storing a database of the correct section 15 for each item. You could of course just store complete OGL for each individual item. But I'm not willing to say that you can cut up the license itself and make part of it availabe on one page and then another part available on a different page.
