Similarly to the SRD being a single document in many parts, would it not
be possible to include one "reference" copy of the OGL, with each
individual contribution of OGC having its own S15 which you can cut and
paste. This sounds like it would be more acceptable in a web-based
medium, where the OGL and the s15 could be connected by a hyperlink,
than in a text-based medium where the sections would be separated by a
lot of space. The s15 could include a reference to the Netbook, as well;
that way, the s15s could be easily cut and pasted into further OGC work
while maintaining the tracker.  I suppose there are a bunch of legal
issues which preclude this?
