If he is using just the OGL, then he could technically go to 99.99999....(lots more nines here)....999% closed. You may even be able to go 100% closed, like the Dragon Annual, but I'm not sure if 3rd Party Publishers are allowed to print the OGL without declaring "something" as OGC.
