to be claiming that their "work" is really a bundle of various other 
bits of work.

I think this makes sense, but only if they also release include each 
item as a sepearate electronic download, complete with individual 
Section 15.  While time consuming, compiling small downloads like that 
isn't hard at all.

Of course, I could be wrong.  But I think you'd need to have the 
original work to copy the Section 15 from THAT, and that's what they're 
trying to do.
