Don't know that they even considered the issue, so your attempt to try and
read something into the terms of the license because of an extremely
slight change in language is tricky.  Not saying you're wrong, just saying
thats it's not clear you're right either.

Except they could argue that the general copyright notice for the entire
product (which you included in the general s.15) is the copyright notice
for the entire product and therefore just including that meets the
requirements of the OGL.

It's not really Clark's language for s.15 that does this so much as his
example.  In both the netbook approach and what you've suggested, there's
really no way to get around listing each & every creatures/item/spell used
individually even if a product uses multiples from the same original
product.  Clark provided a means of lumping all the multiples together for
use in any other product's s.15.  I *think* that might facilitate greater
reuse.
