You are still free to compile all spells that wizards has released in their
printed books, but you are not allowed to distribute such a work.
Actually, copyright law says you are not allowed to copy a work. Can't photocopy, can't scan, can't type out by hand, can't transcribe with a pencil. Doesn't matter whether it is for personal use or not. A fine line - particularly when it comes to enforcement, but worth noting the distinction - especially to anyone who might be thinking of working with Open Works.
