Most likely because Ryan has not had the time to update his site. I do believe his is the entire staff at opengamingfoundation. It would probably be helpful if instead of updating his page with the current SRD he would update it to say "Go look for updates at wizards.com. This is just the draft page. Newer material at wizards.com superceedes all materials here." Or something to that effect.

But, I certainly can't speak for him. For all I know he may not even have time for that.
