Only if Wizards material was somehow involved.  It generally would be, as
SRD derivatives are the primary material licensed under the OGL, but it
doesn't have to be.  If I created a new game, published it under the OGL and
someone violated my copyright, I would be the only rights holder with
standing to pursue it.  Wizards wouldn't have any standing to sue, as none
of their material was infringed upon.
