They could, if the violator used material from a WotC source (such as the SRD) -- but if I created a wholly new work, not derived from the SRD (ie WotC not in Section 15), released it under the OGL, and then someone took my work and violated the OGL, then Wizards would have no grounds to get involved. It would be between the licensor and the licensee.
