They could, if the violator used material from a WotC source (such as
the SRD) -- but if I created a wholly new work, not derived from the SRD
(ie WotC not in Section 15), released it under the OGL, and then someone
took my work and violated the OGL, then Wizards would have no grounds to
get involved.  It would be between the licensor and the licensee.

But, if they were worried about a poor precedent being made against the OGL, it would be in their interest to help a small licensor needing to sue a larger opponent. Just because Wizards cannot enter the suit does not mean they cannot aid the suit (either by providing legal help) or with amicus briefs as an interested 3rd party.

I agree, Wizards could not initiate the lawsuit. But they would be an excellent resource to tap should you ever need to enforce the license.
