Fire your lawyer. That is the worst interpretation I
have ever heard. Either he believes in "exact" or he
doesnt. If he does, then you shouldnt include both
(which of course is foolish). If he doesnt, then there
is no problem following instructions. His advice will
lead you to be not compliant in any situation.

If you cant find the OGC designation in Tome of
Horrors useful, then you should just give up using
OGC. I hate to be that blatant about it, but thats the
truth.
