While GR calls their 'Power Point' system 'PP' it is actually in no way
related to the PP system presented by the the SRD. the GR PP are actually XP
and the Hero/Villian Points are actually Action Points (from the MSRD).

I was planning on releasing some OGC characters compatible with M&M..
because of this closing up though, I was just going to replace that like
that. They leave enough other stuff open in order to do it.

Here are the basics for anyone who wants to work on it before I get to it:
1. Power Points: The term 'Power Point' can't be used specifically to detail
the XP cost. However, the definition is still open and reads a lot like the
definition of XP.. on top of that.. while the XP cost of each power is
closed content.. the entire end chapter on how to develope the XP cost of
new powers is completely open. Based on that range, its faily easy to come
up with an XP cost per Power Level.. just as people have come up with XP
cost per level for D20 related things. I suggest 20 XP / level based on the
idea that in your typical TV show there is 26 episodes per season. Asume a
nice 6 of those where they main characters get their butts completely handed
to them and notice that once per season the Heroes will probably go through
a major breakthrough in their powers.. Mutant X is a prime example of this.

2. Hero Points - Definition is still open and reads very much like Action
Points. Also, the Feat Heroic Surge is still very much open and it states
that you can never by your <closed content> up above your current power
level. Thus your action points are by default lower than your current power
level.. 1/2, or 1/3.. or maybe 1/4.. 3/4 is silly.. I'd go with Action
Points = 1/2 your PL.
