IANAL. This is not legal advice.

I doubt that you can include the OGL. And you probably cannot publish this legally. The Skills and Powers book that you have based this work on is not covered by the OGL, but by normal copyright law. Without Wizards' written permission, you cannot create a derived work of the PO:S&P book.

Lacking that permission means you cannot contribute to the OGL.

It's an amusing idea though.
