This is actually one of the goals of the Prometheus Gaming System project by the Free Gaming Association. http://pgs.sf.net There isn't much there now, as I'm still moving info over from an old site, and tweaking my DocBook stylesheets, but there will soon be HTML, PDF, and MS-Help files of each of the main elements of the SRD (spells, monsters, feats, skills, etc) as well as overall documents for the SRD and d20 Modern.
