First ;

Do a full _HOT_ valve adjustment .

Then , test the vacuum advance ' biscuit ' on the dizzy to ensure it's holding 
vacuum .

Is the timing set to ball on pointer @ 600 RPM's ? . there must be no vacuum 
signal to the dizzy when the engine is idling .
