Yes, that's technically true.  But if you take a look at:
http://www.judiciary.state.nj.us/notices/n030825a.htm

that actually took effect August 15th, 2003.

For the registration, it's absolutely absurd since a police officer can run
your plate and verify whether or not the car is registered.  I'm not sure
about insured, however.
