Rebuilds are not reproducible when toolchains are different.

You need to decide whether your goal is to minimize ABF usage
or maximize OMA functionality.

I have pointed out that building with debugging and symbols and then
stripping is almost exactly the same “resource” cost as building with
debugging symbols and moving the debugging symbols into a file
that ends up in a debugging package.

Go ahead and disable -debuginfo packages: but at least get the reasoning 
correct.
