Try check the "Notifications" in Wato, you must have a rule. Check inside
the rule if timeperiod is correctly selected, of course if you have a
timeperiod, and the Notification Method is set? Also the match the host/svc
type if selected.

In my installation is worked without change nothing in global settings.
