[Winona Online Democracy]
Janet, I have to agree with you. Rochester, however, has no such problem
with DOT. They simply get in there early with as much political clout as
needed. Shopko alone, though having good intentions, could get nowhere
unless all of Winona got behind its idea and tried solving the problem
early. It can't be done after the project is built. The City has leverage
before the project is approved. The City approves the project and discovers
the problem later.
