You are right on the mark!
Your example is one of many that shows how economic externalities, costs
that are not initially accounted for but which are passed on to someone
else, must be factored into all economic decisions or citizens get stuck
with the bill. Smoking and nuclear waste are other good examples.
This is a major concern of what some call "green taxes or economics".
The problem isn't business or capitalism per se, the problem is that
business and capitalism in their current forms are woefully inaccurate,
ineffecient, and unethical.
We must become better at our accounting and long range planning.
