[Winona Online Democracy]

While I agree that better planning is needed, I find I must disagree that
the blame for Winona's traffic woes should be laid at retail developers'
feet. Often the problem lands squarely in the lap of the state. I distinctly
remember the discussion a few years back pertaining to the Hwy. 14 & 61
intersection. Every suggestion that Shopko made to alleviate the traffic
problems was shot down by the Minnesota DOT. Their whole purpose was to keep
traffic moving through the Winona corridor, not to alleviate the traffic
problems. One suggestion that was offered by Shopko was to have access from
Hwy. 61 (I believe at the 43rd? Ave. lights with a Service Drive) but that
is state property and the DOT didn't feel this was a good use of the land.

I drive this area regularly and it is a nightmare, as are other areas of the
city. However, to blame only the developers is not accurate. Everyone
involved, from the developers to the city to the DOT are at fault. As are
the people (myself included) who don't attend the public hearings to express
their opinions and concerns.
