[Winona Online Democracy]

Several days ago I posted a message about the DM & E expansion, and a 
community meeting scheduled for this evening (February 15, 7:30, Senior 
Friendship Center) featuring the Mankato mayor and representatives of our 
newly formed group Citizens Concerned About the Coal Trains.

Anthony Dooley's short message reflects a fundamental misunderstanding about 
what is going on. He wrote that if the railroad in the future does not take 
the community's safety concerns seriously, "THAT is when we should block their 
actions."   But then it would be too late.  The city of Winona and its 
citizens have until March 6 to file comments on the Draft Invironmental Impact 
Statement with the Surface Transportation Board in Washington.  On the basis 
of those comments, the STB will order the DM & E to pay for mitigation of the 
negative impacts of its expansion on communities along the line, including 
Winona.  The city has been very quiet. That is why we are concerned.

If Mr. Dooley decides sometime in the future that 37 additional coal trains 
per day harms Winona, how will he "block their actions?"  By laying on the 
tracks?

Get informed, act now, or regret it later.
