My understanding is that if two vehicles arrive at the intersection at the
same time the vehicle on the right has right of way.  If one vehicle arrives
at the intersection ahead of the other, that vehicle has right of way. What
confuses this somewhat is the Minnesota Drivers Manual (July 93) says "at
about the same time".  Determining "arrival at the same time" requires both
parties to be paying attention to what is happening around them and the
application of mature judgment.

At an intersection controlled by a stop sign, vehicles have arrived at the
intersection at the same time when both have made a legal stop at the
intersection at the same moment.  Any one who has traveled through the
Sarnia/Huff intersection knows there are many people driving in Winona who
do not apply this rule correctly.

     Can anyone help me?  This town is full of
unmarked intersections. I always believed that at such
intersections one has to give the right of way to the
person on the right. However, if I drove with that in
mind, I would have had many accidents since many cars
just plow on through even though I am on their right.
So is there a law I am unaware of?
     Also, if it is the case that I am correct, could
their be a community effort or campaign (most likely
done by the police)  to better educate Winona drivers?
 For example, could newspapers, the posting of
notices, radio, and television all be used  to remind
people of the legal way such intersections should be
handled when driving through them?
     I had never lived anywhere where there were
unmarked intersections. So when I first moved here I
came close to several accidents. How many newcomers,
including college students, have the same experience?
I have had several college students over the years who
have had accidents because of these unmarked
intersections.
     Ideas? Comments?
