Ms. Madland you are correct. There is a State Statute that addresses failure
to yield the right of was to a vehicle, and the vehicle to the right has
that right of way. You are also correct in that the City of Winona does have
many unmarked intersections. The Police Department does campaign to make
drivers aware of existing laws. I personally address many of the applicable
laws in my Community Connection article. You may be surprized to learn that
most of the accidents that happen in our city are at intersections that have
either 4-way stop signs or stop lights. I believe that the City Council
through the years has taken into consideration that they want to keep
through streets marked appropriately for smoothe movement of traffic. As it
exists at the present any time a new stop sign or stop light is requested
through the City Engineer's Office the request goes to the City Council for
approval. The fact of the matter is that people need to slow down, pay
attention to their driving habits and respect the rights of others. If you
