Rules of the road. The rule that gives the party to the right the right of
way is contained in a state statute. A driver's manual attempts to decipher
the statute. The statute, however, is the LAW and the driver's manual is
not. The law is rather indefinite as to how one determines "at the same
time" or "the driver who gets to the intersection first". Probably most
people do not know the official statutory definition of an intersection. At
any rate, it is almost impossible to define these terms better than to apply
common sense. Those who have commented on this problem seem to be doing so.
When in doubt, give up the right of way. It's better than giving up your
life, car, or other vital organs.
