I certainly hope the this statement is incorrect: "We have been trained as drivers to assume that unless we see signs at an intersection, we have the right of way." I was never taught that in Wisconsin when learning to drive. I was taught to slow down, check for other traffic and apply the rules of right of way at an uncontrolled intersection. The rules on uncontrolled intersections are not unique to Winona, they are nearly universal.
