Chief Pomeroy,  You make a good point.  Sometimes we expect laws to be
self-regulatory.  If we could only hire God to enforce all the laws, it
would be a perfect legal system.  I used to demonstrate that in my law
office by telling a client that the perfect system would be to have God
reach down and slap anyone who ran a stop sign.  All law has to be enforced
somehow.  The only tools humanity has are themselves.  People like all of us
go into such roles as police, lawyers, judges etc.  We are imperfect, and
thus we find some errors in enforcement.  All we can do is to review our
systems and see if we can improve.
