For those unfamiliar with the arguments supporting loud motorcycle exhausts
that Mr. Stafford is referring to, the claim is that being loud makes you
more noticeable and therefore protected from collisions with cars and
trucks. I really doubt that riders claiming this actually believe it, but
anyway, being noticed is the essence of the Harley experience.
I think it would take minimal effort for the police to occasionally do an
equipment check for no or illegal mufflers around town, but I suppose that
could be construed as harassment. It would certainly show a lack of
gratitude for the new motorcycle the H. D. Company recently gave the police
department.
