I applaud the job the police department is doing.  No doubt in my mind at
all, that they are out there working to keep Winona safe, and a great town
to live in.  I think nuisance crimes like noise and messy yards have to be
handled on a call-in or case by case basis.  If a loud (very) motorcycle
passes a patrol car, they will probably be followed and ticketed.  If the
patrol car is on its way to a dispatched call, it has to keep going to that
call, or assess the priorities.  Wouldn't you rather a robbery be followed
up on than a loud muffler ticketed?

I am NOT saying minor violations should be ignored.  I am just saying, that
reasonable persons have to understand that the worst and most dangerous
crimes have to be dealt with first.
