SPECULATION - THINKING OUT LOUD
Looking at http://incubator.apache.org/openofficeorg/de/ I see these things:
1. It looks like the Mithelfel? sidebar links to English-language pages could
come to the equivalents at i.a.o/openofficeorg instead. The German language
wiki would remain part of the openoffice.org wiki. Some links (Blogs, QATrack)
are already to non-existent targets and they can be removed if there is no
replacement .
Yes, partly the links could be exchanged (e.g., mailing lists).
2. Probleme? could also be done in such a way that there is not duplicated content. Is
OOo-Wiki a separate German site? Can it remain so or is it on OO.o infrastructure?
"Das Team" might be set up differently depending on how we either divide
responsibilities or find some Apache Way approach to the same support concepts. We need
to do something about TCM (Test Case Management) and Localization (Glossar) links.
Yes, this is another Wiki.
3. German language pages like "Office Suite" and "Betriebssystemen" can stay
there or not. I prefer there.
There are equivalents in English:

Needs some checks to keep it aligned.

5. I THINK ANYTHING THAT EXISTS SIGNIFICANTLY APART FROM THE INCUBATOR
PROJECT should stay on de.openoffice.org. Since it is development that is now
in an incubator, those activities that are essential to the incubator should be
linked to on the incubator web site. Anything that really doesn't require
incubation (but some transposition of support and custody) should stay out on
openoffice.org if possible.
5.1 This will matter when there are releases from the incubator. They will
probably need to be distinguished from standard releases and downloads of
incubator releases might be qualified differently.
5.2 When the podling graduates, there can be re-convergence on the full-up
production of stable releases, etc. I expect we will have restored rich
localization by that time as well.
This is all speculative. I'm sure there are other ideas about how to separate
these materials with minimum duplication and also limiting what has to go
through heavy-duty incubation. Also, there are governance matters to deal with
concerning Apache and PPMC responsibilities regarding OpenOffice.org.

I don't have a problem with quickly deleting the pages at
<http://incubator.apache.org/openofficeorg/de/> that we would not keep as
part of the Apache site, but I think it is more difficult than taking an axe to some
pages and not others.
I would expect that one wants to do something harmonious at de.openoffice.org
as well, so the two German Language views are complementary and perhaps
cross-referenced.
You mean 2 webpages/sites/domains for the same language? Hm, what would
be the difference between each other? Wouldn't it be better to just have
one? I think yes.
And we still need to determine how to keep openoffice.org alive as an operating
domain.

3. I thank Rafael for that effort. It gives us a reality check on all
that is involved and how we need to consider some sort of differentiation
between the openoffice.org face to the world and the kind of face to the world
from a development project that is more appropriate on apache.org. I think
both are critical for openoffice.org.
AFAIR we wanted to bring over the entire website content and then look
what is OK and can survice. So, what is not Apache compatible we have to
delete now.
Otherwise we would start with some pages discuss many things and could
make 1-2 pages per week which wouldn't be very motivating. ;-)
3.1 As we find more and more cross-dependencies, I maintain that there is
good cause to preserve and support openoffice.org as the face to (and from) the
broader community of adopters, evangelists/marketers, and
institutions/businesses that are engaged with openoffice.org.
