These tools are translation memories and glossaries. POEdit supports them, even though there are more complete PO file editors in this respect. In POEdit, you have the option to create a translation memory starting from the existing translations and then use a command that is named something like "Translate automatically" which will try to suggest a translation based on it (i.e., if you translated "next" as "næste" consistently, it will propose "næste" as a translation of "next" in a new string).
This is not a consistency check like the one you describe, but it is often enough.
