I'm pretty sure that means you do not have the ooRexxProcess plugin in your
NSIS plugins directory.  In fact I'm sure of it now.  I thought I had put
it on SourceForge, but I see I haven't

I just put it up.  Go to:

https://sourceforge.net/projects/oorexx/files/oorexx-buildutils/1.1.0/?

and download it.  It goes in the Plugins directory of your NSIS install.
