Actually I had put it up.  It is in

in either:

ooRexx-build-utils-1.2.0-windows.zip<http://sourceforge.net/projects/oorexx/files/oorexx-buildutils/1.2.0/ooRexx-build-utils-1.2.0-windows.zip/download>

or

ooRexx-build-utils-1.2.0-windows.exe<http://sourceforge.net/projects/oorexx/files/oorexx-buildutils/1.2.0/ooRexx-build-utils-1.2.0-windows.exe/download>

They are both the same package.  The .exe file is just a self-extracting
zip file.
