We generaly use svn on the suug server which is pretty much secure
(depending on the way how you define secure). But i'm sure we
can also set up a cvs server if you really want to (but i don't
think you want to go a step back).
Admins of the svn/web is no problem to share (just need user
accounts). The admins of the box itself are of course limited
to trusted people.

Popolar, yes. But not among developers. You know why MPlayer left
sf completely ? And why ffmpegs cvs server is now hosted by MPlayer ?
Believe me, if you really need to host something, you are better
off with something else than sf.
The only reason i see to use sf is only if you need hosting
for free and don't have anywhere else to go.
As i said. The setup of everything is something of
a few hours (basicaly reaction time of the admins).
At most a day if they are horribly busy.
